No. Story stages often favor focused damage and defense reduction, Arena rewards burst and survivability, and farming stages need fast wave clear. Use this list as a baseline, then adjust for the mode you are playing.

Can lower-rarity Cookies compete with higher-rarity ones?

Yes, in the right team. A Tier B or C Cookie with max stars, good gear and active synergies can outperform an unbuilt SSR. Compare Cookies at similar investment levels instead of judging rarity alone.

Which Cookies should I prioritize at launch?

Start with the Tier SS headliners Oven Wanderer Cookie and Wind Archer Cookie if you own them. Otherwise build a balanced core from Tier S: one Tanker, one Supporter and two damage dealers, then add synergy partners from Tier A.
